By the Resolution of the Cabinet of Ministers No. 840 dated December 30, 2025 https://lex.uz/docs/7967393 , amendments were made to the procedure for assigning state scholarships named after the President of the Republic of Uzbekistan for students of master's and bachelor's degree programs.


It was determined that applicants for state scholarships named after the President will pass special tests on information technology, history of Uzbekistan, foreign languages, knowledge and skills at the Agency for the Assessment of Knowledge and Qualifications (by region).


In this case:

the lower limit of the passing score for the tests is 55 percent of the highest possible score;


applicants who scored less than 55 percent of the highest possible score, as well as those who did not participate in the tests, are not recommended for state scholarships named after the President;


An appeal commission consisting of no less than 5 people will be established to consider complaints from applicants who are dissatisfied with the evaluation results;


The documents and results of applicants for presidential and named state scholarships (for master's degrees and bachelor's degrees) will be evaluated based on the evaluation criteria approved by this resolution https://api-portal.gov.uz/uploads/7/2026/01/08/4ea9ac11-e3e5-6c6a-0a2a-e14931138622_media_.pdf;


The performance indicators of applicants will be formed through the "HEMIS" information system of the Ministry of Higher Education, Science and Innovation.


Also, students who are laureates of named state scholarships are not allowed to re-participate in the named state scholarship competitions at a certain educational stage.
